Following the letter, Mark published an article, where he wrote:“ These examples, and the experiences shared in the open letter, highlight a persistent disconnect between the intent of the Procurement Act and the reality of its implementation. While the Act offers a framework for change, it’ s clear that a more fundamental shift in mindset and practice is needed.
“ Procurement teams need to be measured on this and be allowed to take more risk with smaller businesses.
“ We need to move beyond lip service to SME engagement and create a procurement system that truly values expertise, innovation and outcomes, not just the lowest price.”
BUSINESSES’ HOPES FOR THE PROCUREMENT ACT
A survey conducted by Constructionline before the act came into effect asked what the most most significant benefit the Procurement Act could bring to businesses:
51 % said greater transparency and accountability
16 % believe it will deliver better value for money
13 % said it will aid business growth
10 % anticipate reduced costs
10 % expect to see increased innovation
