Robbie Blackhurst is founder and director of Compliance Chain , a cloud-based software platform that supports the public sector and suppliers to successfully run tenders , manage their supply chain and deliver demonstrable social value across their projects .
The programme is being used by 120 national and regional principal contractors across the UK . The system has supported around 250 public sector organisations with accurate project management , supply chain management and social value management data on 686 projects across the past two years .
Robbie picked out a successful project managed using Compliance Chain – the £ 40m ( approx US $ 51m ) Bolton Institute of Medical
Sciences , which was delivered by Wilmott Dixon on behalf of the University of Bolton , Bolton College , Bolton Council and Bolton NHS Foundation Trust .
“ At inception , the clients targeted a local spend of £ 6m , but were able to identify a potential local spend of £ 12m using Compliance Chain ’ s social value data and the contractor was able to continually achieve milestones and ultimately exceed the increased target using the social value management function within the platform ,” he said .
Robbie also outlines the example of best practices people can use to leverage data to their procurement operation , saying : “ Focus on user-friendly analytics , ensuring that they are accessible to non-technical procurement staff .
